WASHINGTON, D.C. — Yesterday, Congresswoman Young Kim (CA-40) voted to advance a three-bill minibus funding package for Fiscal Year 2026 that strengthens public safety, improves water reliability, and delivers critical investments for communities across Orange, Riverside, and San Bernadino Counties.
The package includes the Commerce, Justice, Science; Energy and Water Development; and Interior and Environment Appropriations Acts of 2026, which were passed as part of a broader effort to responsibly fund the federal government through 12 annual appropriations bills.
“This commonsense funding package delivers the basics Californians can’t rely on from Sacramento: stronger public safety, reliable water infrastructure, and responsible use of taxpayer dollars,” said Rep. Young Kim. “While state leaders continue to mismanage priorities, this funding invests in what California families count on. I’ll keep fighting to make sure federal dollars are spent wisely—and actually deliver results for hardworking Americans across Orange, San Bernadino, and Riverside Counties.”
Through this funding package, Rep. Young Kim secured significant wins for California’s 40th District. Highlights from each section include:
Commerce, Justice, Science (CJS)
Tustin Security Improvement Project — $2.5 million
Funding to install modern security camera technology throughout the City of Tustin, including at the historic South Hangar, parks, youth centers, and gyms. Following the 2023 North Hangar fire, these upgrades are imperative to enhance public safety, deter criminal activity, and provide law enforcement with critical tools to prevent future disasters.
Anaheim Police Department Real-Time Crime Center — $500,000
Funding to equip the Anaheim Police Department with advanced technology to support a Real-Time Crime Center and Department Operations Center, allowing officers to proactively respond to incidents, deter crime, and share real-time intelligence to better protect the community.
Energy and Water Development
Yorba Linda Water District Well 23 — $1.105 million
Funding to construct Well 23 in partnership with the U.S. Army Corps of Engineers to improve local groundwater production, reduce reliance on imported water from the Colorado River and State Water Project, and strengthen water supply resiliency in Southern California amid persistent drought conditions.
Interior and Environment
Orange County Water District PFAS Treatment Projects — $750,000
Funding to support construction of PFAS treatment plants and associated infrastructure, protecting public health and ensuring safe drinking water for nearly 800,000 residents as new federal PFAS regulations take effect.
Santa Margarita Water District Oso Barrier Water Treatment Plant — $750,000
Funding for an innovative water recycling project that captures urban runoff and provides ultra-high-quality recycled water, increasing local water storage, improving reliability, and supporting long-term potable reuse in South Orange County.
In addition to district-specific investments, the funding package includes several broader priorities championed by Rep. Kim, including:
- Support for victims of domestic violence through funding for the Office on Violence Against Women’s National Resource Center on Workplace Responses;
- Language to strengthen school safety by streamlining access to STOP School Violence Act grants;
- Provisions to improve coordination among law enforcement to combat organized “burglary tourism”; and
- Funding to support the U.S. Holocaust Memorial Museum and expand Holocaust education nationwide.
Together, these provisions reflect Rep. Kim’s continued focus on public safety, protecting the most vulnerable communities, supporting law enforcement, and ensuring federal resources are used to address real threats facing families and communities across the nation.
