Explanation: The City is pursuing a grant to improve the railroad corridor along OC Loop Segment B; known to the City as the Tracks at Brea Western Extension. This funding will help the City acquire a 120 feet cross section of abandoned rail corridor to later construct a paved off-street trail adjacent to an existing Union Pacific Railroad line between Palm Street and Brea Canyon Flood Channel, helping close a gap in the 66-mile OC Loop. Funding this gap closure will position this project for a transformative 20 mile off street corridor serving disadvantaged community members that want to walk and bike between the San Gabriel River in Whittier, through La Habra, Brea, Placentia and all the way down to the Santa Ana River in Anaheim.

The project will connect to employment clusters, industrial and commercial businesses, schools, parks, and neighborhoods. This project will promote healthy living for those who work, live, and enjoy recreational activities in Orange and Los Angeles counties.

Explanation: The project will enlarge defensible space between the City’s 25,834 habitable structures and its open space hillsides that are highly susceptible to wildfires. The project will utilize environmentally friendly techniques that are cost-effective and will result in long-term greenhouse gas reductions. Our residents’ safety and health, and in many cases lives, depend on our ability to protect them from the destructive paths of wildfires.  As wildfires increase in our region, this devastation will only get worse without specific and dedicated action to prevent risk to human life. The project attempts to mitigate the impact of wildfires in the region to prevent the loss of life and the protection of property.

Amount of Request: $1.2 million

Explanation: The project would construct a pedestrian bridge at California State University, Fullerton would span a key campus crossing that would protect pedestrians, reduce vehicle trips, and encourage biking and walking. The funding is appropriate because it would serve 40,000 students and the most populous campus in the California State University System.

Explanation: The project will provide congestion relief and improve traffic flow on SR-91 from SR-55 to Lakeview Avenue (1.4 miles). The objectives of the project are to: 

  • Improve mobility and reduce congestion,
  • Reduce person-hours of travel,
  • Improve traffic operations,
  • Improve access to High Occupancy Vehicle (HOV) lanes and Express lanes,
  • Incorporate up-to-date technological traffic control measures, and
  • Minimize environmental and economic impacts while improving traffic operations.

Explanation: The immediate impact of the Golden Avenue bridge replacement project will be vastly improved safety for motorists, pedestrians and bicyclists crossing this bridge.  In addition, the project is a substantial investment in critical infrastructure that has far exceeded its useful service life.  Lastly, the project is an excellent example of collaboration and cooperation between government agencies to deliver high quality public infrastructure on a local and regional level.

Explanation: The Yorba Linda Water District’s (YLWD) innovative Heli-Hydrant has provided a unique and effective way to fight wildfires, protect the environment, and safeguard life, property, and open space. YLWD currently operates a Heli-Hydrant that has successfully help mitigate the flames and limit the damage of the Blue Ridge Fire. Using taxpayer dollars to protect against destructive wildfires and to protect life and property is responsible and should be encouraged. This project will allow firefighters to access closer water resources in order to fight destructive fires before they destroy life or properties.

Explanation: The continued critical need for intentionally coordinated mental health and substance use disorder services, the County of Orange is requesting an appropriation of $5 million from the Department of Health and Human Services for planning and construction of a second planned wellness campus, Behavioral Health Wellness Campus South.  This center will deliver coordinated behavioral health services to all Orange County residents, regardless of payor, which may include a crisis stabilization unit for adults and youth, withdrawal management, crisis residential treatments, and substance use disorder and co-occurring residential treatment.

Recipient: Mt. San Antonio College

Explanation:  Mt. San Antonio College School of Continuing Education (SCE) proposes to develop a noncredit health careers pre-apprenticeship and Registered Apprenticeship Programs particularly for disproportionately impacted adults. Students in the pre-apprenticeship program will gain skills in math and English, foundational theory, and hands-on clinical experience to prepare for immediate employment and entrance into an apprenticeship program. This proposal also intends to develop apprenticeship programs including Emergency Medical Technician (EMT) training, Pharmacy Technician, and Medical Assistant. Employer engagement and partnerships will be necessary to provide work-experience and clinical internships. Courses will be developed online and in person to ensure access and differentiated modalities. Further, this project will develop paid internships and job placement. Students have the opportunity for career ladders that include Paramedic and Fire Technology, Psychiatric Technician, and Nursing. The target population includes underrepresented adults, specifically students of color, immigrants, and the under or unemployed residing in Mt. SAC’s service area.

Project name: North Orange County Public Safety Task Force

Location: 7800 Katella Ave, Stanton, CA 90680

Amount Requested: $5,000,000

Explanation: The Task Force includes 7 cities in the 39th Congressional District, including Fullerton, Brea, Buena Park, Anaheim, Placentia, La Habra, and Yorba Linda. The Task Force has made incredible strides over the last three years in reducing gang violence, strengthening crisis response and early action, confronting homelessness, successfully placing homeless in supportive housing and providing reentry services. However, the Task Force funding currently expires June 30, 2021, which means that the funding for these partnerships and programs that have been established over the last three years will conclude. While the police departments are committed to continuing to collaborate, without funding, there will be a significant lapse in the resources that that the Task Force can provide to the community. This funding will allow the Task Force to continue for an additional year, thus continuing their innovative work to make the 39th Congressional District a safer place.
