Explanation: This project will provide upgrades and enhancements to the Green Crest Lift Station to serve the District customers better. The Lift Station is approaching the end of its useful life. These improvements will ensure that public health and the environment are continuously protected in the environmentally sensitive area adjacent to Chino Hills State Park.

YLWD is responsible for drinking water and wastewater services for the residents of Yorba Linda and portions of Brea, Placentia, Anaheim, and unincorporated Orange County. Ensuring that wastewater infrastructure is maintained and updated is critical to protecting public health and the environment. The wastewater collection and treatment process involves strategic lift stations that carry wastewater through elevation changes to the brine line that diverts the wastewater to the Ground Water Replenishment System, management by the Orange County Water District, to be recycled and returned to the groundwater basin.

Explanation: This project will serve a high-risk and high-need population that is extremely vulnerable to human trafficking. WelcomeHomeOC serves former foster youth/TAY that are holding Foster Youth to Independence (FYI) or Family Unification Program (FUP) vouchers. Additionally, the program will provide support to people experiencing homelessness by moving them into apartments. The support will include foster youth, aged 18-24, who have aged out of the foster care system and lack adequate housing for various reasons.

Amount of Request: $3,500,000

Explanation: The County of Orange is requesting $3,500,000 for the equipment and supplies necessary at the new site of Orange County Intelligence Assessment Center (OCIAC)/Crime Analysis Unit. Furthermore, $500,000 of that request is for software to assist their investigative units combat cybercrime. The County is purchasing a 120,000 (approx.) square foot office building that will house and bring together OCIAC, the Sheriff’s Crime Analysis Unit, and relevant technology staff. The building will contain a Sensitive Compartmented Information Facility (SCIF) to be used by the analysts and personnel from multiple law enforcement agencies.

Explanation: The transition to a Juvenile Corrections Campus is a critical component of the County’s OC Cares initiative by modernizing the campus by establishing a Youth Transitional Center and providing enhanced and specialized treatment, educational and vocational programming for the detained youth population at a time when they are the most vulnerable.   The County of Orange is requesting an appropriation of $20.0 million for one-time costs to design and construct a Youth Transition Center to establish housing and additional space to provide specialized programming for approximately 60-72 youth.

Explanation: The City of Brea, through Fire Station 4, is the immediate first responder to provide fire and emergency services to Chino Hills State Park, which is in the State’s jurisdiction. This funding will help operate the station and will ensure that it can provide emergency medical aid and respond to wildland fires, structure fires, and traffic collisions. Chino Hills State Park is an island of wilderness, for over 100 years wildfires have burned through the Chino Hills State Park, as recently as 2020 the Blue Ridge Fire burned roughly 7,960 acres of the 14,100 acre park in October.

Explanation: The project will enlarge defensible space between the City’s 25,834 habitable structures and its open space hillsides that are highly susceptible to wildfires. The project will utilize environmentally friendly techniques that are cost-effective and will result in long-term greenhouse gas reductions. Our residents’ safety and health, and in many cases lives, depend on our ability to protect them from the destructive paths of wildfires.  As wildfires increase in our region, this devastation will only get worse without specific and dedicated action to prevent risk to human life. The project attempts to mitigate the impact of wildfires in the region to prevent the loss of life and the protection of property.

Explanation: CalOptima’s Care Traffic Control initiative would establish a single coordinated data system to digitally manage the health of Orange County’s Medi-Cal beneficiaries across the continuum of care. Health care workers would be able to efficiently access patient history, facilitate real-time navigation to resources, and record information to support predictive modeling that will anticipate future needs.

Explanation: In partnership with the cities of Brea, La Habra, and the Union Pacific, the project would enhance active transportation, encourage public health, and increase beach access for residents outside of the coastal area. The OC Loop gives users a low-stress and family friendly option to walk, jog, or cycle around the County. The OC Loop Segment A Project would provide 3.1 miles of a Class I bikeway through the City of La Habra serving seven schools, eight parks, and 18,300 residents within half a mile. Meanwhile, the OC Loop Segment B Project would provide 1.3 miles of a Class I bikeway through the City of Brea and provide access to four schools, four parks, and 9,400 residents within half a mile. Together, Segment A and Segment B are vital to connect the County.

Explanation: The State Route 91 (SR-91) Improvement Project (SR-55 to Lakeview Avenue) (Project) will improve operations, reliability, safety, and throughput thereby improving economic vitality of Orange County and beyond. The project will: Construct a new drop ramp for dedicated access to southbound SR-55 from Lakeview Avenue Bridge, which eliminates an existing weave, improving safety, and reducing collisions;  Separate traffic on westbound (WB) SR-91 from southbound (SB) SR-55 for ¾ mile to improve safety; Replace the ageing Lakeview Avenue Bridge to accommodate reconfiguration of the Lakeview Avenue/SR-91 interchange; Improve bicycle/pedestrian facility on Lakeview Avenue for safe, convenient, and comfortable travel and access for all users; Reconfigure the WB ramps from partial cloverleaf to a diamond configuration.

Recipient: La Habra Children’s Museum

Explanation: The Museum is in dire need of rehabilitation and this funding will help the museum add new exhibit space, install fire sprinklers, provide needed electrical updates and repairs. The Children’s Museum at La Habra opened in December 1977 and is located in a historic 1923 Train Depot. The location of the Museum is almost a century old, and in need of repairs to ensure that this project remains the jewel of La Habra. The Museum is a community resource and is a critical learning resource for children, teachers, and their families, and this funding will provide a needed rehabilitation that will serve the community.

Recipient: North Orange County Public Safety Collaborative

Amount of Request: $5,000,000

Explanation: The Collaborative has made incredible strides over the last four years in reducing gang violence, strengthening crisis response and early action, confronting homelessness, successfully placing homeless in supportive housing and providing reentry services. However, the Collaborative funding currently expires June 30, 2023, which means that the funding for these partnerships and programs that have been established over the last three years will conclude. While the police departments are committed to continuing to collaborate, without funding, there will be a significant lapse in the resources that that the Collaborative can provide to the community.

Recipient: Orange County Water District (OCWD)

Amount of Request: $10,000,000

Explanation: Groundwater from OCWD comprises most of the water supply in our service area, with some water providers relying on it for 100% of their supply. Currently, 11 of the water agencies we serve are impacted by PFAS and a total of 59 wells require treatment—this number may increase. All but two of these wells are located within disadvantaged communities. Despite playing no role in releasing PFAS into the environment, water agencies like OCWD must find ways to remove it from local supplies. In a proactive effort to address this issue, OCWD established the nation’s largest PFAS pilot program and implemented a board policy to fund 100% of the design and construction of treatment plants and 50% of the operations and maintenance. Funding is needed to treat wells using granulated activated carbon or ion exchange.
