WASHINGTON, D.C. – Today, the House Foreign Affairs Committee passed out of markup H.R. 7037, the Developing Overseas Mineral Investments and New Allied Networks for Critical Energies (DOMINANCE) Act, a bipartisan bill led by House Foreign Affairs East Asia and Pacific Subcommittee Chairwoman Young Kim (CA-40) and Ranking Member Ami Bera (CA-06). This bill strengthens global critical minerals supply chains and secures America’s energy future with our allies.

“Critical minerals are the foundation of America’s military power, industrial strength, and economic competitiveness. We cannot rely on China for the very materials that underpin our economic and national security,” said Chairwoman Kim. “My DOMINANCE Act helps lock in President Trump’s critical minerals strategy and counter the CCP’s decades-long chokehold on critical mineral supply chains. I’m proud to see this bill advance out of committee, so we can unleash the next generation of American energy dominance.”

Specifically, the DOMINANCE Act advances U.S. energy and critical minerals leadership by:
- Formalizing America’s participation in the Forum on Resource Geostrategic Engagement (FORGE) to coordinate with allies and trusted partners on critical mineral investments, project development, and supply chain security.
- Creating Energy Security Pacts to align U.S. agencies and mobilize private sector investment in strategic energy and mineral projects abroad.
- Establishing the Bureau of Energy Security and Diplomacy at the State Department to lead America’s international energy, critical minerals, and supply chain strategy.
- Expanding mining and engineering fellowship, scholar exchange, and workforce development programs to build America’s pipeline of critical mineral talent and expertise.
- Strengthening Foreign Service Institute training on energy security, critical minerals, and strategic supply chains to better equip U.S. diplomats.
- Encouraging the appointment of a Special Advisor to the President for Critical Minerals and Supply Chains to ensure a coordinated, whole-of-government strategy.
