WASHINGTON, D.C. — Today, Rep. Young Kim (CA-40) voted in favor of a Fiscal Year 2026 minibus appropriations package funding Financial Services and General Government (FSGG) programs and National Security and Department of State operations. This legislation will strengthen U.S. national security, rein in wasteful spending, and advance key local priorities for California’s 40th District. 

“I’m proud to help advance this responsible minibus funding package that strengthens our national security and moves Congress closer to completing full-year government funding through regular order,” said Rep. Kim. “This legislation counters adversaries like the Chinese Communist Party, stands with our allies, and refocuses Washington’s attentions on core priorities that keep Americans safe and deliver real results for hardworking families across the United States.” 

The minibus appropriations package includes key priorities to:  

Strengthen National Security and Counter Adversaries: 

The package fully funds the Countering PRC Influence Fund, invests $1.8 billion in Indo-Pacific security, provides robust support for U.S. partners like Israel and Taiwan, and funds President Trump’s America First Global Health Strategy. 

Protect Taxpayers and Fight Fraud: 

Funding shifts IRS resources away from abusive audits toward customer service, bolsters enforcement against financial scams and robocalls, and ensures federal agencies have the tools to crack down on fraud and foreign malign influence. 

Combat Fentanyl and Transnational Crime: 

The package invests in the High Intensity Drug Trafficking Area (HIDTA) program to stop the flow of fentanyl and other deadly drugs into the United States, prioritizing public safety and border security. 

Deliver a Win for North Tustin Families: 

At Rep. Kim’s urging, the minibus directs the U.S. Postal Service to review overlapping ZIP codes that cause inaccurate city designations and tax confusion. USPS must report back to Congress within 120 days on solutions—including options to establish a single, unique ZIP code for communities like North Tustin—advancing Rep. Kim’s long-standing effort to deliver clarity and fairness for local families.
