Washington, D.C. — Today, U.S. Representative Young Kim (CA-40) voted to reopen and fund the Department of Homeland Security (DHS), bolstering national security, restoring full operations across DHS agencies, and ensuring the men and women on the frontlines of protecting the United States receive the resources they need to do their jobs.  

With the passage of H.R. 7744, Congress provides funding for the Transportation Security Administration (TSA), U.S. Coast Guard, Customs and Border Protection (CBP), Immigration and Customs Enforcement (ICE), the Federal Emergency Management Agency (FEMA), and the Cybersecurity and Infrastructure Security Agency (CISA). 

H.R. 7744 is the 12th and final Fiscal Year 2026 appropriations bill, and its passage through the House marks a return to regular order – restoring accountability, and predictability to how the federal government is funded rather than relying on short-term stopgap measures. 

The Homeland Security appropriations bill includes key priorities to: 

Strengthen Border Security 
Provides funding for Customs and Border Protection and Immigration and Customs Enforcement to secure the border, combat transnational crime, and stop narcotics trafficking. 

Support Frontline Homeland Security Personnel 
Ensures Transportation Security Administration officers, U.S. Coast Guardsmen, and other DHS personnel receive the pay they’ve earned and have the tools they need to protect Americans. 

Enhance Disaster Preparedness and Response: 
Supports the Federal Emergency Management Agency’s efforts to assist communities preparing for and responding to disasters. 

Protect Critical Infrastructure and Cybersecurity: 
Funds the Cybersecurity and Infrastructure Security Agency to help defend the nation against cyber threats and safeguard critical infrastructure.

Thank you, Mr. Speaker. 

Today, we are in a battle for the safety and security of every U.S. citizen. Threats against our nation are at an all-time high, our adversaries are actively looking for weakness, and we are putting ourselves in harm’s way by not carrying out the most basic function of government: protecting the homeland.  

This is not a political game. TSA officers are working without pay while protecting our airports. Coast Guardsmen are risking their lives at home and are active in the Persian Gulf. FEMA coordinators are operating with limited resources as we get closer to wildfire season. Federal law enforcement is securing our borders against narco-terrorists.  

Thanks to democrat dysfunction, none of these patriots will see their paychecks this month. We already learned this in October, our homeland security should never be used as a bargaining chip. 

I urge my colleagues to choose patriotism over partisanship and fund the Department of Homeland Security immediately.
